The U.S. House could vote as early as Friday on a bill to freeze federal education funds, and give states more leeway for using federal dollars that help low-income kids. Minnesota Republican John Kline drafted the measure, which the Obama White House portrays as a plan to steal aid from poor areas and give it to richer ones.
