"Yes, Assad derives some benefit," Mr. Hagel told reporters at the Pentagon when pressed about the wider implications of the administration 's current strategy of conducting airstrikes on Islamic State targets while carefully avoiding hitting Syrian military forces, who are actually fighting against those same targets.
