A federal appeals court has turned down a second hearing before the full court for a Tennessee judge convicted of bought drugs. The U.S. 6th Circuit Court of Appeals in Cincinnati issued an order on Friday turning away former Knox County Criminal Court Judge Richard Baumgartner.
