Earlier this month, Kansas Gov. Sam Brownback said he believed the state should scrap the current school finance formula and replace it with one that "should reflect real-world costs and put dollars in classrooms with real students, not in bureaucracy and buildings and gimmicks." Education advocates have pushed back saying that the issue is not with the formula, which was put into place in 1992, but with the legislature's refusal to fund it at constitutionally adequate levels.
