Congress comes back, Homeland Security deadline looming

After a week's break, Congress returns to work Monday with five days to avoid shutting down the Homeland Security Department, and there's no solution in sight. Secretary Jeh Johnson is taking aim at the Republican-run Congress, saying he hopes "someone will exercise some leadership for the good of public safety."
