Letter: Congress should set sights on another data theft Target

I read the quotes by U.S. Sen. Robert Menendez, D-N.J., after credit and debit card information from Target customers was hacked, voicing concern about whether the Federal Trade Commission has the teeth to hold retailers liable with regard to protecting consumers' personal information.
