Republican: No pledge to Democrats on Homeland Security vote

There's a new deadline to avoid a Homeland Security Department shutdown and no clear sign that a deal is close at hand. An agreement allowed a one-week spending bill to pass only hours before a threatened shutdown Friday, and President Barack Obama quickly sign it.
