Driver slain at U.S. spy agency gate identified by FBI

The driver of a stolen car shot dead by National Security Agency guards when he and another man tried to run the spy agency's gates dressed as women was identified by the FBI on Tuesday. The driver was Ricky Shawatza Hall, 27, the FBI's Baltimore office said in a statement.
