New Jersey's clean-energy overhaul stalled by long dispute over bid fairness

More than a year ago, officials in Trenton picked a company to run the state's Clean Energy Program, which distributes tens of millions of dollars a year in incentives for energy-saving appliances, high-efficiency heating and cooling equipment, and other building upgrades designed to reduce the use of oil and other polluting fuels.
