Who to blame for police shootings - Non Voters

Police getting away with abuse and murder? Who to blame? I'm going to say something that's probably unpopular and what people don't want to hear and I admit, it is a little bit of blaming the victim. I'm going to be blunt and put the blame onto the very people and families who are being profiled, abused, shot and killed.
