A YEAR ago this summer, the U.S. Senate passed a bipartisan immigration reform bill by a ratio of more than 2 to 1. The bill was not perfect, but in the best tradition of politics, it was a product of compromise spearheaded by a so-called Gang of Eight that included Democratic Sen. Robert Menendez of New Jersey.
