Andrew Traver, a former special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives whose nomination by President Obama to lead that agency never left the Senate, has been nominated by Navy Secretary Ray Mabus to lead the Naval Criminal Investigative Service.
